The functionality of loadDB2 and create_tables2.sql are not handled by
.../webwork2/bin/NPL-update.  This reverts recent changes in
create_tables2.sql so that it does things the old way, puts the old
loadDB2 in loadDB2-deprecated, and loadDB2 just prints a help message
about the changes.

The auxilliary file create_tables2.sql is no longer needed; that information
is contained in loadDB2.  Also, loadDB2 can be elsewhere, and can be run
from anywhere.

There is a special tag to indicate that a file should be ignored.  Changed
loadDB2 to recognize this tag.  (The tag exists so that other NPL related
utilities will see the file as being tagged so we know not to deal with it.)
