preliminary Constants module. Currently holds configuration constants
for WeBWorK::Debug, WeBWorK::Timing, and WeBWorK::PG::ImageGenerator. It
is loaded by WeBWorK.pm.

I'm taking suggestions for what additional items to add to it.
