Modified these tex files so that the \newpage command does not occur in the middle
of a column environment where it does no good.  In other words use
\end{multicols}
\newpage
\begin{\multicols}
etc.  This fixes part of bug #13

in the interest of alleviating crowding:
moved snippets to conf/snippets.
moved templates to conf/templates.
updated global.conf.dist to match.
-sam
