The quick answer is to use no time zone abbreviation when entering a time.
Enter 2:30 pm NOT 2:30 pm SAST.  WeBWorK will display this as 2:30 pm SAST.


Abbreviations for time zones such (SAST, EST, etc) are not well defined.
That's why the date time module uses e.g. Africa/Johannesburg to set the
correct time zone which also handles daylight saving time changes, etc.
 For convenience when displaying times abbreviations are used but in
general they can not be used when entering times. Since this causes
confusion, some very common abbreviations (e.g. EST) can be used when
entering times. So sometimes you can enter a time zone abbreviation and
sometimes you can't which is even more confusing.  The answer is when
entering a time, DO NOT USE a time zone abbreviation and WeBWorK will do
the correct thing.

Also note that this is not something coded into WeBWorK, it is coded into
the perl modules that handle dates and times.
