The places things get set with the webservice is such a maze, it is a little
hard to follow where things get set.  I know it goes through
lib/WeBWorK/ContentGenerator/instructorXMLHandler.pm which has a function to
define the environment, and it kills PRINT_FILE_NAMES.

For the record, I did a fresh install from openwebwork git, checking out the
same branches of webwork2 and pg, setting PRINT_FILE_NAMES_FOR in
localOverrides and I still don't get the bug.

We may have to put both sets of files on the same machine diffing them to sort
this out.  But I agree, it can wait.
