I think that we've removed enough of the constants from Constants.pm
so that we can remove this complaint.  As I recall it's here because some 
of the values (Debug?   ???) needed to be loaded at compile time, not run time
so putting the values in global.conf (now defaults.config) would not define the 
values in time.
