In localOverrides.conf.dist, we have
$problemLibrary{root}       =
"/opt/webwork/library/webwork-open-problem-library/OpenProblemLibrary";

However, the standard location for problem libraries is 
opt/webwork/libraries/

WeBWorK may have multiple libraries (e.g. OPL, Cappa, private) and we have
allways used opt/webwork/libraries/.  Making this slight change is (1) very
annoying and (2) very hard to spot.
