The duplication does not happen for students for BEGIN_SOLUTION.  (If the pg
file has BEGIN_SOLUTION (newline) ${PAR}SOLUTION$PAR in it, then there is
duplication for the student and triplicate for professors, but that is not a
bug in the macros).
