The idea behind this change, as a I recall, is that if you fiddle around with
the form submission parameters using a web browsers developer tools you can get
the test to give you extra submissions.  I think I missed this bug because I
don't use gateways very often so the behavior you see here looked correct to
me.  

In any case I'll look at getting a patch.  I don't think we should just revert
the previous patch because we have had reports of students gaming the system by
changing parameters using developer tools before.
