We stumbled on this bug. An instructor did not have permission to edit
course.conf from the web interface, but I did, which was weird. We determined
that making him an admin in the course gave him permission to edit it, but as a
professor he did not have permission. Meanwhile, even as a professor he could
edit files in the templates folder.

Server side, there is nothing weird about the permissions, owner, and group on
the file. They are the same as for files in templates. course.conf is:

-rw-r--r--   1 www-data wwdata  3243 Sep  3 11:03 course.conf

and a file in templates is like

-rw-r--r-- 1 www-data wwdata   605 Sep  2 08:25 course_info.txt

Most of us who are webwork developers are often admin level anyway in courses.
So it could be that this has been here for a while and regular professors have
not been able to edit course.conf the whole time. Or maybe it is a new issue.
