The configuration variable tls_allow has been added to release/2.11

Setting $tls_allow =0;   in sites.conf  disables checking certificates when
sending mail.

It is probably preferable to get the certificates working properly but this
provides 
an emergency fix and may help while working with the ITS host the smtp server
to debug the situtation.
