On the 2 versions of unionInclude, the union one seems newer, so I kept it and
removed College of Idaho.

For the problem which came up in the forums, my preferred approach would be to
use the new # RESOURCES tag.  It should list extra files which the problem
needs which should be carried around with it.  Usually these are images, but
they could be html, and also these included pg files.  Then when webwork makes
a copy of an OPL problem, it should copy the files in the list as well.
