The problem should not be included in the library.  This problem uses
includeRandomProblem() to include a collection of other problems in random
order.  So it is a meta problem, in a sense.  They are usually included several
times in a problem set (each invocation will include a different random problem
from the list, guaranteeing no repeated problems).  Such problems need to be
set up specifically for the problem set in which they are used, since they must
include the problem number of the first time they are included in the set. 
This one indicates that the first use in the set is as problem 11.  If you try
to run this as a single problem (or as a problem at a different location in the
problem set), then it will fail.

I suppose the macro could give a more helpful error message in that case.
