Sigh.  I thought this had been corrected some while ago.  The problem is that
for some reason (undoubtedly because I screwed something up at some point)
Chap2Sec5/Q01.pg got copied as Chap5Sec2/Q01.pg...  And the rest, as they say,
is history.  I'm not sure why the tagging didn't stay fixed; most likely I
plugged that in after the error by script.  The best solution is probably to
make Chap5Sec2/Q01.pg a link that points to Chap2Sec5/Q01.pg.  I've done that
now, keeping a copy of the old problem for posterity.
