This is a problem that allows only one attempt using a custom answer checker. 
However if the student answers on the first attemp, they get a message saying
their answer is correct but not scored.

This problem has been used before 22 times but maybe it was edited recently
(since the global usage shows it took an average of 1.5 attempts to get it
correct which seems impossible with the current version) or maybe it behaves
differently under WeBWorK 2.12 which would be very strange.

Looking quickly at the custom answer checker it seems that if the number of
attempts is > 0, no credit is given which is what students are seeing.
