When using LTI authentication, students end up with problem sets with no
problems in them (even if the problem set has problems in it and other students
in the class do get a nonempty problem set).

This affects students who newly join the webwork course during the period after
the professor creates the problem set, but before s/he assigns it to all users
(or maybe before the open date occurs).

To reproduce:

1.  As professor, create a homework set (using Hmwk Sets Editor), add problems
to it (using Library Browser), and log out.
2.  Log in to the webwork course as a new student via LTIBasic authentication. 
Log out again.
3.  As professor, assign the problem set to all users, and set its open date to
some time in the past.
4.  As the same student as in Step 2, log in and go to the problem set.

The student sees the message "This homework set contains no problems."
