I believe what you are experiencing is a bug that was introduced by a change in
how CGI works.  It was fixed in: 
https://github.com/openwebwork/webwork2/pull/559

It looks like that bug wasn't fixed until 2.10+, so you will either need to
upgrade to that (or 2.11) to fix it. 

On the other hand the actual fix was pretty easy so if you want to apply it
manually you can find it here.

I'm going to mark this as fixed, but feel free to post if this is not in fact
