Summary: Correct answer is a formula, but any number is also

One of my students discovered that in this problem, they can get marked correct
by putting in any numerical answer, rather than the expression that is
expected.

If I enter a number, like 654687643548, or 32, or 1.5, it is marked correct.
If I then enter the correct expression, 5tan(5(ax+C)), this is also marked
correct, with the message "This answer is equivalent to the one you just
submitted".

Interestingly enough, if I enter two different numerical answers in succession,
both are marked correct, but I do not get the answer about them being
equivalent.

I couldn't figure out what part of the answer checker is allowing numerical
answers, although I notice that the context is set to 'Numeric'.
