This question makes no sense to me. According to the Central Limit Theorem for
sample proportions, sample proportions are approximately normally distributed
for n sufficiently large with mu_phat=p and sigma_phat=sqrt((p*(1-p))/n). The
question specifies n, one particular phat (sample proportion), a standard
deviation for sample proportions an then asks how n must be changed to achieve
a different standard deviation for the sample proportions. That makes no sense.
Given n and the standard deviation, I would be able to calculate the population
proportion given the CLT formula above. But the values in the question are
randomly chosen so that the quadratic equations don't necessarily have a
solution -- and the specific sample proportion provided in the question is an
irrelevant distraction. I don't see a way to salvage this problem. It should be
deleted from the OPL.
