[WWdevel] professor accounts

I'm having a little trouble creating professor accounts from the system admin 
webpage.  I have managed to log in as the user, but it immediately comes up with 
"User is not authorized to create or delete courses".  I've tried setting the 
permission levels up to 7.  Should I go up to 10 or is there something I'm 
missing?

  I wish there was a knob on the TV to turn up the intelligence. There's
