[ww-devel] The library browser not updating problem

Hi Arnie,

I'm just asking if $server_root_url  = 'http://.../' works and
$server_root_url = 'https://.../$ fails on a fresh install with a self
signed cert but no CA.

My hypothesis is that if the redirect only takes http://.../webwork2 to
https://.../webwork2, then the redirect should not affect posts to
http://.../mod_xmlrpc
(and the library browser should work). However, if the redirect takes
everything to https, then it would also take http://.../mod_xmlrpc to
https://.../mod_xmlrpc and would fail with a self-signed cert and no ca.
