Justine obtained a BS (cum laude) and MS in Mathematics from the University of the Philippines - Diliman in 1987 and 1990, respectively. He subsequently obtained his MS in Biostatistics from the University of Michigan - Ann Arbor in 1992. The University of the Philippines Open University conferred on him a PhD in Education major in Physics Education degree in 2019. Justine considers himself to be a teacher-educator and a researcher-educator in one.
