If it was originally a fork and then you pull from the upstream version, you
don't necessarily get a copy of the upstream version.  I am not a git expert,
so the only way I know of to avoid this is to run

  git clone https://github.com/openwebwork/webwork2.git

and then set up that version (copy .conf files in, the apache file, link
mathjax, link webwork2 to this version, and restart apache).
