ok.  I just created a completely new clone of  

openwebwork/webwork2  and openwebwork/pg on hosted2.

switched to release/2.7 branch and  release/2.6 branch respectively

copied old site.conf, localOverrides.conf and webwork.apache2-config files 
(so I haven't changed any configurations if the problem is there somehow.)

The behavior is still there for me:
