In a problem such as 

webwork-open-problem-library/Contrib/MontanaState/FL/1.6A44FL1.pg

the problem has several $BR which are ignored.  They show up in the html
source, but do not cause breaks.  If I replace calls for radio buttons with
ans_rule(), then the breaks show up, so somehow the radio buttons end up
disabling them.
