Based on viewing just this code-fragment, but not a whole problem, I think we 
should have a policy that an author include a COMMENT [displayed in 
LibraryBrowser] about hard-coded constraints on scoring.  If so, that could be 
one of several things for an editor to enforce.

I will work on a draft and send it to you about mid-Feb when your schedule is 
less hectic.
