This code snippet is duplicating functionality available on the WeBWorK side. 
Problems themselves should not hard code a number of attempts, as this
contradicts a setting in the Homework Sets Editor.

I do agree with Dick.  Anything that changes the scoring of a problem (in a way
that can't be accomplished through the WeBWorK interface) should have a
corresponding comment.
