Well I was kind of right.  It turns out that the LTI authenticate routine
should be bailing immediately if the call is an xmlrpc call and calling the
SUPER::authenticate subroutine instead.   Added the code snippet that make this
happen.  

The pull request is  mgage::ltiups3  made to openwebwork:develop
