While editing problem set dates, no matter what I do I get the error message
"The reduced scoring date should be between the open date and due date. No
changes were saved!"

I think I was able to figure out how to duplicate this error:
1. set in course configuration "Enable Reduced Scoring"
2. set up a homework set with reduced scoring
3. export the homework set
4. disable in course configuration "Enable Reduced Scoring"
5. delete the homework set, and import it back from the def file with a future
date that makes the original reduced scoring date outside the begin/end date
interval. 
6. trying to change anything in the homework set (date, or even delete problem
or change order of problems) will not work after this.

The def file has reduced scoring, but the course does not allow it. The import
does not seem to touch the reduced scoring date, but for some reason the
homework set editor still recognizes it even when it is not enabled at the
course level. 

I was able to fix the homework set by 
1. enabling reduced scoring at the course level
2. disabling reduced scoring for the homework set
3. disabling reduced scoring at the course level
