Could you try again with the latest version of master.  The problem you are
describing sounds like it was fixed in
https://github.com/openwebwork/webwork2/pull/679 (the reduced credit date was
not being shifted by the import date shift).  

The more general question of if the system should try to validate the reduced
credit date if the option is not enabled is one I will look into.
