Problem 2 of setSampleGraders is supposed to be an example of how to grade a multi part problem without giving partial credit. The name of the problem is setSampleGraders/sample_std_grader.pg and it contains a line:

install_problem_grader(~~&std_problem_grader);

However when webwork grades the problem, it still assigns partial credit. In fact, that problem, and the previous one (named sample_default_grader.pg) seems to be graded the same way.

Is the standard grading method which does not grant partial credit broken in Webwork 1.9?

It's install_problem_grader() that's broken.  See the following discussion:
