Your original question asked about templates for WeBWorK 1.9 so here's the answer to that. See below for WeBWorK 2.
WeBWorK 1.9 is pretty old at this point so you should really think
about installing WW 2. That being said, I'm not certain what you mean
by the "template files". I assume you mean the the .pg files (which are
"templates" of the WeBWorK problems and go in (or are linked under) the
templates directory. The original distribution of problems (again
pretty dated but functional) that went with WW 1.9 is http://webwork.rochester.edu/tarfiles/templates_1.9_05-July-27-2004.tar.gz
Almost all current problems should work with WW 1.9 (the exception are problems that take advantage of the new WW 2 parser)
A more recent version of the Rochester library is
http://webwork.rochester.edu/tarfiles/rochester_problib.tar.gz
With WW 2 you have access to the national problem library (over 12,000
problems plus the current Rochester library and other libraries). WW 2
also has a Library Browser which gives a web interface for searching
and selecting problems.
