In localOverrides.conf change the line
$feedback_button_name = "Email WeBWorK TA";
to
$feedback_button_name = "Email Instructor";
(or add the last line if the first is not present).
(or add the last line if the first is not present).
This is assuming you have admin access to modify that file.
