Is there any preference to use

HINT(EV2(<<EOT)); There are two ways to do this problem. The first is the quotient rule. The second is much easier and does not use the quotient rule. Rather than: [NOTE: There are two ways to do this problem. The first is the quotient rule. The second is much easier and does not use the quotient rule.]

When using the Hint format:

HINT(EV2(<<END_TEXT));

Hint material here ........

END_TEXT

The hint will NOT be displayed until the student has tried to answer the question a certain number of times (I think the current default is 1, but you can easily reset the number of attempts before the hint appears on a problem, by problem basis: set $showHint to 4 to have the text shown after 4 attempts).

A [NOTE: .... ] will always appear.

Whether, pedagoically speaking, it is better to have hints appear only after a certain number of attempts is unclear to me. I suspect that it doesn't really make that much difference. It might be something that Vicki Roth and the webwork evaluation team might be interested in testing, but I'm not sure about that either.
