Assume that I want to use the same problem twice or more in a problem set. Is there an easy way of forcing the versions (different seeds) of the problem to be different?

Nothing automatic that I'm aware of. The seed is chosen randomly from integers in [0,10000) so the probability of a duplicate in a single set is not high. It wouldn't be too hard to increase the size of the seed.
On any one individual's problem you can choose the seed at will from the homework editor page.
I don't believe there are any special provisions for choosing the seed for gateway exams using WeBWorK but I'm not sure of that.

Gateway/quiz assignments have the ability to select multiple problems from a pool (see http://webwork.maa.org/wiki/GatewayQuiz_Assignment_Problems and http://webwork.maa.org/wiki/Selecting_Problems_from_Problem_Groups), for which selecting multiple problems from a group will guarantee that you get different problems each time. But there isn't a mechanism to include the same problem twice and guarantee a different seed.
