The link to list of available functions is dead. Is there a problem
with
http://webwork.math.rochester.edu/docs/docs/pglanguage/availableFunctions.html
or has it moved. If it has moved, what is the new link and where
is the link defined? I could not find it in global.conf.

I believe this is in the default header file, in WEBWORKROOT/conf/snippets/.

I don't know the status of the Rochester server, but stuff is being moved to the MAA server. In particular, the page you want is:
http://webwork.maa.org/wiki/Available_Functions
Probably the file you are getting the wrong link from is
/opt/webwork/webwork2/conf/snippets/setHeader.pg
(your path my vary).
And I _think_ I read when this came up before that the link is correct in the latest CVS release, but I don't have that either.
