Just tried on my android phone (to WW 2.7), and everything is where it should be. What version of WeBWorK are you running?
Only thought I have is that because of the smaller screen, things are being pushed to the bottom. Did you scroll all of the way past the homework sets to see if the left-side menu was bumped to the bottom?

Yes, I scrolled down, up, left and right.
I am using WW 2.8.
Finally I found a course where I can see the side menu.
It has theme math3 instead of the default math4. This must be it.
First I thought it is a mobile version.
Maybe it is. Now the question is how I can change it from a phone.

Even if you don't have the menu, you should be able to access the configuration page by going to the URL directly, which is
[servername]/webwork2/[coursename]/instructor/config
This is true of all of the instructor pages, assuming that you know the URL.
