The new-version functionality is something that is part of the problem, not a system-wide option, in general. It is possible to load the problemRandomize.pl macros in the PGcourse.pl file (see the documentation for the file, near the bottom), so perhaps someone has done that at your institution.

Note that this approach only works for problems that load PGcourse.pl. We encourage people to do that, but not everyone does, and there are lots of problems in the library that don't include this.
