Hi

After upgrading our WW installation from 2.11 to 2.12 special characters like ë, á, "ø" are no longer displayed properly anywhere (course titles, course info, problems, etc, shows e.g. ä as Ã«). 

The header charset attribute on the webpages and the character set in the databases are utf8. 

That leaves Perl as the likely culprit, doesn't it? 

Anyone experienced this problem? Any idea how to fix it?

To replicate: use the letter ä anywhere in a version 2.12 WeBWorK course or problem. 

I tried adding "use utf8;" to WeBWorK.pm. Didn't help.
