Hi Tim,
We encountered this running WeBWorK 2.16 on Amazon Linux 2. We resolved it by updating the path for $externalPrograms{checkurl} in our site.conf. On Amazon Linux 2 and probably other RHEL derivatives lwp-request is located in /usr/local/bin instead of /usr/bin.
