The hide_hint setting has no effect in Gateway quizzes. As such I do not know why it is shown.
The only way to show hints in Gateway quizzes is to set "$pg{options}{showHints} = 1" in localOverrides.conf. In that case hints will always be shown if "showHint" is set to -1 in the problem. That will affect all courses on the server. You could set that in the course's course.conf file instead, but this is still not really correct. The fact is that hints are not really implemented for Gateway quizzes.

Warning: That setting that will apply to all Gateway quizzes for the course if set in course.conf, or all Gateway quizzes for all courses if set in localOverrides.conf. The "Hide Hints from Students" is completely ignored by Gateway quizzes.
