The problem is that you have set the problem library version to an unknown value. The OPL requires that variable to be set to 2.5.
In fact, none of the configuration you have in localOverrides.conf needs to be there. You are using the default values, which are already set in defaults.config, so you should be able to delete (or comment out) that whole section.
