The course admin uses an external authentication system (). You've authenticated through that system, but aren't allowed to log in to this course.

If you are a student having trouble logging in to WeBWorK you should contact your instructor.

True, but would a student be trying to log into the admin course?

Is it possible to configure LTI (or some other external authentication) so that it impacts the admin course?

It is possible to configure the admin course for external authentication methods like LTI.  Judging by the messages though, I don't think this is LTI.  I don't know what this authentication module is.  The IO::Socket::IP module is not used by any of the remote authentication modules in webwork2.
