At the wiki, I found this list of personalized variables. Is this list complete? In particular, I would like to know if there are "personalized" variables for the course url and the instructor's name. (I am trying to write a generic welcome email that all instructors can use - especially WeBWorK newbies).

There are not "personalized" variables for the course url and the instructor's name. Doing this for "the" instructor would not be automatic since a course may have many people with instructor privileges.
I assume (but haven't through this through) you could define such things in course.conf but that would require extra work for you every time a course is created. It would be easy to add $COURSE if it doesn't exist (I haven't checked) and from that construct the course URL.
Others may have better ideas.

A little more information. $COURSE is not defined. All these defined variables are defined in .../webwork2/lib/WeBWorK/ContentGenerator/Instructor/SendMail.pm
