I thought this was working before I upgraded although I had not been using it.
Library Browser --> CAPA --> Select a Problem Collection
The collection categories are meaningless.

Im having the same difficulty. I was using the instructions found at

I deleted the link.
There was a link inside the directory to the directory itself; I deleted that link.
Some sort of recursive thing.
At the time I was not sure if I accidentally (or by instruction) created the link or whether it came with the directory; obviously it is little more than a passing flaw in the problem set.
Just go into the CAPA problems directory and look for a link that should not be there and then delete it.

$ cd /opt/webwork/webwork2/conf/capaLibrary
Too bad the section titles arent more descriptive in the CAPA library! I will look around the Wiki, maybe someone has made a translation like type21 = Work Energy Problems or something along those lines...

I re-created the error.
The error seems to be the accidental placing of the link found in the documentation in the wrong place.
The fix is easy; see screenshot.
