PGML nested lists with second paragraphs

If I extrapolate from the wiki page on PGML and lists (http://webwork.maa.org/wiki/Lists_and_sub-lists_-_PGM) I would think that the following (where the very last line and no other line has three trailing spaces)


would produce a list where the numbering is like:

1
2
 a
 b
 c
3

However, it produces a list where the numbering is like:

1
2
 a
 a
 b
1

Does PGML not support second paragraphs inside list items deeper than the outermost list? It seems that way, since in two places the numbering resets after an inner list item's second paragraph. But then why does it manage to number what I hoped would be "c" as "b"?

So it seems that some features don't extend to certain nested list depths. I'm wondering if they were never intended to, because the wiki only gives examples at low depth. Or if they were intended to, but there is a bug.
