Got the following error or message when tried to add problems to create an assignment for the first time as a new course. My other course seems to be working:
An embedded page at courses1.webwork.maa.org says
/webwork2/instructorXMLHandler:Forbidden
my guess is that the course is not set up correctly.
Based on your screenshot it looks like you haven't created any homework sets in your new course yet, which leads to that error when you try to add a question without having created a set (see this thread).
If you create a homework set, and then choose it at the top, do you still get the error?

I tried your suggestions and was able to create the orientation assignment. I will check to see if it is working.

I encountered this error message when I installed WebWork behind Nginx. in reverse proxy mode
The solution I found is to put in the site.conf file
$ webwork_url = '/ webwork2';
$ server_root_url = 'http: // localhost';
